Many of you are asking us questions about health care coverage when being a PR in Singapore. Do I need additional coverage for my children under Medishield Life? Is there maternity coverage for Permanent Residents that covers pre-delivery and delivery costs?

All these questions will find an answer thanks to our partner Simon Xu! After working at AXA for 6 years, Simon is now Senior Manager at Great Eastern. He advises PR and Singapore citizens about the adapted coverage fitting their needs.

Today, he talks about the basics of health insurance in Singapore for PRs with us.

CPF, Medisave, Medishield Life, ISP... How does healthcare work in Singapore for Permanent Residents?

Health insurance in Singapore can be seen as a cake with 4 possible layers: Medisave, Medishield Life, Integrated Shield Plan, and riders.
1. Channeled from both your employer and your CPF contributions, Medisave is the mandatory saving system dedicated to your healthcare costs. It begins progressively once you are PR: from the third year onwards, both your employer and yourself must contribute to the stipulated contribution rates depending on your age.

But there are withdrawal limits: $450 a day for hospitalization costs, and other individual limits depending on the surgery and/or medical condition. And don't forget that Medisave is already your money.

2. The second layer is basic health insurance called Medishield Life. Every PR and Singaporean citizen is covered by it. Coverage is pegged to charges for Class B2 and C wards in public hospitals.

3. If Medishield Life is not sufficient and you can afford more, a third layer exists Integrated Shield Plan (IP). IPs cover pre and post-hospitalization costs and combine MediShield Life with the additional coverage provided by private insurers. It also offers a wider range of wards to stay in Class B1 in public hospitals, all the way up to private hospitals.

7 IPs are possible in Singapore

However, most PR and Singapore citizens don't fully know what they can benefit from their IP. Therefore it is necessary to define your own needs to find the most relevant coverage.

"From an advisor's point of view, it is what you can afford against what you need"

4. The ultimate layer of the cake is "IP riders". Affordable only by cash, it is an add-on to your IP, where it covers up to 95% of the medical bill and other additional benefits.

Finally, here you will find information about more specific coverages and on questions, we could ask ourselves as a foreigner!

Does maternity coverage exist for PRs? Does it cover everything in the maternity process, on top of complications?

Whatever it is, it will not cover the delivery costs and pre-delivery check-up but covers delivery complications. But there are some waiting periods to fulfill to benefit from it: each company has its own coverage limit, but generally, it is a per policy/plan limit.

However, when the child is born they are automatically enrolled in Medishield Life. Also after 15 days old, he can be enrolled under an Integrated Shield Plan even if his parents are not enrolled in any IP.

If we are a PR, is it necessary to take additional international coverage in case we plan to go back temporarily to our homeland?

You will be covered for emergencies overseas with IP and some companies can cover for planned overseas treatment. For example, your heart is not feeling well and you have a trusted doctor in France, you would be covered. You just have to discuss the terms with your own insurance company!

But be careful, no matter what it is, holidays, work or trips you will only be covered until 180 days.

Finally, if you are planning for a final return, you will have to contemplate a specific coverage to the country where you are going to settle.
